Toni Turner is the owner and principal auditor for InRich Advisors, LLC. Originally trained at the University of Montana in 1984, as a Respiratory Therapist, she obtained her certification as a Hyperbaric Technologist (CHT) after relocating to Texas in 1993. Later she became the first Respiratory Therapist in the United States to achieve board certification as a Wound Care Specialist (CWS) through the American Board of Wound Management, and was subsequently designated a fellow of the College of Certified Wound Specialists (FCCWS).
Soon after, Medicare imposed a radical shift for hospital outpatient services with the introduction of the Outpatient Prospective Payment System (OPPS) in 2000. Ms. Turner accepted a challenging position as a Program Director for one of the first comprehensive provider-based outpatient wound care clinics in the country. Her success not only lead to the development of a second off-campus location within three years, but her Texas clinics became the pilot models used for developing the only wound care EHR (Intellicure) that can calculate in live time both the facility and professional part b payer logic. Her passion for regulatory compliance, success in clinical outcomes and strong profitability lead her to become a well-‐known advocate and independent consultant for hospital providers who choose to develop and manage their own outpateint service lines opposed to the fast-growing third part management companies. Her years of hospital experience provide a unique fundamental value of ensuring regulatory compliance and the sustainability of out patient services to clients.
As a consultant, Ms. Turner has helped providers avoid significant paybacks and penalties, as well as recoup entitled revenue and indentified millions of dollars of missed opportunities in the some of the more complex outpatient service lines such as: Wound Care, Hyperbaric Medicine, Sleep Medicine, Infusion Therapy and Pain Management.
A nationally known speaker and author on compliance with the hospital provider based rules and the OPPS, Turner regularly provides research and guidance on coding, billing and reimbursement issues for a wide range of manufacturers,hopsital and physican services. She currently serves on the editorial advisory board for WoundSource, and is the former host of "Paper Trail" produced by WebCME productions. She is a frequent contributor to industry journals and newsletters such as Wound Care and Hyperbaric Medicine, Today's Wound Clinic, and the Report on Medicare Compliance newsletter.
Distinguished by her passion for patient-centered care and ethical practice, Ms. Turner is also regularly sought out by legal firms to assist with cases regarding such complex topics as Stark, anti-kickback and anti-inducement laws, medical record security, billing and coding compliance.
When not in the air, Ms. Turner resides in the Houston area living life as just another soccer mom.
